Armenia’s proposed peace treaty with Azerbaijan includes institution of guarantors

YEREVAN, DECEMBER 22, ARTSAKHPRESS. In its proposals over a peace treaty Armenia proposed Azerbaijan to create an institution of guarantors and to create a mechanism for applying to international court in the event of crisis, Secretary of the Security Council Armen Grigoryan said.

Asked whether or not a peace treaty could be signed by yearend, Grigoryan said it is possible if Azerbaijan reacts positive to the offer.

“In the draft peace treaty we proposed Azerbaijan to create an institution of guarantors. That is, for an institution of guarantors of the peace treaty to be created by an international organization or states. And the institution of guarantors will be able to ensure the implementation of the treaty. In addition, we also proposed for a mechanism to be created for possible application to any international court in the event of a crisis, and if it is not possible to resolve the crisis for us to apply to the international court,” Grigoryan said.

Asked whether or not there is any clause directly or indirectly concerning Nagorno Karabakh in the proposals through which a resolution can be reached, Grigoryan said it is a matter of talks. “When the negotiations will happen we will understand the matter to the end,” Grigoryan said.

Earlier on December 22, Armenian PM Nikol Pashinyan said that Armenia has conveyed a peace treaty proposal to Azerbaijan and is waiting for a reaction.
