STEPANAKERT, JANUARY 7, ARTSAKHPRESS. President of Artsakh (Nagorno Karabakh) Arayik Harutyunyan dismissed Vitaly Balasanyan from the position of Secretary of the Security Council and appointed Ararat Melkumyan to replace him.
Melkumyan was serving as first deputy Director of the National Security Service of Artsakh before being appointed Secretary of the Security Council, the Artsakh presidency said.
