Peace treaty could mention Stepanakert-Baku discussion mechanism – Secretary of Security Council

YEREVAN, FEBRUARY 14, ARTSAKHPRESS. Armenia favors direct discussions to take place between Stepanakert and Baku on the rights and security of the Armenians in Nagorno Karabakh as part of an internationally visible mechanism, and the peace treaty which is now under development could address that mechanism, the Secretary of the Security Council of Armenia Armen Grigoryan said.

Grigoryan added that Armenia is in favor of creating an institute of guarantors, given the experience of the past three years.

“Armenia is in favor of direct Stepanakert-Baku discussions to take place as part of a visible international mechanism. And Armenia continues to work with international partners for this mechanism to be realized. This mechanism could be mentioned in the peace treaty around which negotiations are ongoing. It could be in the format of other international organizations, or another format. It is unclear, it is a subject of discussion, we must continue discussing to clarify it,” Grigoryan said.

Grigoryan mentioned that Armenia is now working on the proposals sent by Azerbaijan in response to Armenia’s proposals. Grigoryan said he believes the text will be ready as soon as possible and Armenia will convey it to Azerbaijan.

Asked whether or not the text which is being discussed and sent to each other mentions Karabakh, Grigoryan said it does. But he added that the document isn’t a final one as negotiations are still ongoing.
